Key federal databases and systems relied on for background screening, such as fingerprint submissions, the Consent-Based SSN Verification (CBSV), federal exclusion lists via SAM.gov, and national criminal records, were paused or operating at minimal capacity during the shutdown.
As noted by industry watchers, when agencies such as the Defense Counterintelligence and Security Agency (DCSA) reduce operations, the backlogs start accumulating and once the systems resume full functioning, it can take months to clear the queue.
Certain education verifications (for federal academies), employment verifications (for federal HR/agency records), and professional license checks tied to federal agencies are experiencing extended turnaround times.

- Document what you’re seeing – When you submit a background check or compliance screening during this period, annotate the report with statements such as: “Data current as of October 1, 2025, pending update upon federal system resumption.” This shows diligence and flags to auditors or compliance reviewers that you’re aware of the limitation.

Private databases, such as county court records, state repositories, education verifications, and professional licensing boards are still functioning. Delays are mostly appearing at the federal level, where operations rely on furloughed employees and paused funding.
Systems like PACER (used for federal criminal record searches) and certain exclusion lists may take longer to update or require manual record retrieval. The following federally-operated databases and systems are temporarily unavailable or unable to return updated records after October 1, 2025:
- Consent-Based SSN Verification (CBSV) – Unavailable for the duration of the shutdown.
- Excluded Parties List (EPLS/SAM.gov) – May not include data after October 1, 2025.
